Premier Li Keqiang paid an official visit to South Korea from October 31st to November 2nd, 2015. During the period, the two countries signed the "Memorandum of Understanding between China and South Korea to promote the exchange and cooperation between the "Made in China 2025" and the "Major Strategy for Manufacturing Innovation 3.0" (hereinafter referred to as the "Memorandum"). Both China and South Korea will jointly carry out strategic research in areas such as advanced manufacturing, smart manufacturing, and robot development to promote cooperation in the development, demonstration, promotion, and exchange of experiences in smart factories, green factories, and green parks. "High-end CNC machine tools and robots" is one of the ten key areas of "Made in China 2025". General Secretary Xi Jinping pointed out at the conference of academicians of the two academies: "Robots are the pearl of the crown of the manufacturing industry. Its R&D, manufacturing, and application are important indicators of a country's technological innovation and high-end manufacturing level." In recent years, with the rapid development of China's economy, especially since the implementation of the industrial transformation and upgrading strategy in the “Twelfth Five-Year Plan†period, the development and application of industrial robots in China have entered a new upsurge. In 2013, China’s sales of robots reached 37,000 units, becoming the largest market in the world for the first time. In 2014, the sales volume was close to 57,000 units, of which 17,000 units were domestic industrial robots. Although China has become the world's largest robot market, compared with international developed countries, China's robotics technology, products, and industries have relatively obvious gaps. Mainly in the core of key technologies, key components and new products, lack of research and development capabilities, lack of industry accreditation standards and third-party certification norms, the promotion and application of independent brand robots difficult. Korean robots started in the 1980s and developed rapidly with the growth of Korean automotive, electronics, and shipping industries. At present, South Korea is the country with the largest robot density in the world (the number of 10,000 employees has reached 478), and it is mainly based on Korean brands. South Korea's experience in the promotion and application of self-owned brands and national industrial policy guidance deserves our reference. The robot industry organizations in China and South Korea have established a better cooperation mechanism. In January 2014, the China Robot Industry Alliance (CRIA) signed a memorandum of cooperation with the Korea Robot Industry Association (KAR). The two sides agreed to promote mutually beneficial cooperation in information exchange, promotion, membership benefits, and standard information. They also agreed to hold a China-Korea Robotics Forum once a year, which has now been held in Shanghai and Seoul respectively and has achieved good results. In October 2014, the China Machinery Industry Federation (CMIF) signed a cooperation memorandum with the Korea Robot Industry Promotion Agency (KERA) to cooperate in policy strategies, robot forums, and cooperation with other robot organizations. In terms of complementary advantages and mutual benefits for the robot industry, China and South Korea have broad prospects for cooperation and can communicate and connect in depth in the following areas: First, to strengthen information exchange and exchange their respective statistics and market analysis information. The second is to carry out cooperation in standards and certification, and to strengthen mutually beneficial cooperation and coordination between the two countries in robot standards and product certification. The third is to explore joint R&D, promotion and application cooperation mechanisms, and to further strengthen the mutually beneficial cooperation between the two countries in R&D and manufacturing services in the robotics industry in the favorable and relatively relaxed economic and trade environment provided by the FTA. The signing of the "Memorandum" will further boost the exchange and cooperation between the two countries in the field of robotics and jointly promote the development of the robotics industry in both countries. Next, under the framework of the "Memorandum" strategic cooperation, China and South Korea will actively explore the establishment of multi-level and multi-field cooperation and exchange mechanisms to promote deeper cooperation in the manufacturing sector.
