The Hong Kong Import and Export (General) (Amendment) Regulation 2013 was published in the Gazette on the 22nd. It proposes that unless the Hong Kong Government’s Trade and Industry Department issues a permit, exports from Hong Kong to infants under 36 months, including milk powder, are prohibited. The formula powder for soy milk powder was handed over to the Legislative Council on February 27 and came into effect on March 1.

Gao Yongwen, director of the SAR government's Food and Health Bureau, said that a series of measures related to the supply of milk powder had come into effect before the Lunar New Year, but it is still necessary to revise the case in the long run and believe that it will not affect free trade.

Gao Yongwen said that parents in Hong Kong may take young children to the Mainland in response to personal needs. Therefore, it is recommended that each person over the age of 16 can bring no more than 1.8 kg of milk powder, or about two cans. Because they do not want children to be involved in a parallel importation operation, people under the age of 16 are not allowed to bring milk powder.

As to whether or not there are doubts about whether or not there are measures that will affect the role of Hong Kong’s free port, Gao Yongwen reiterated that this is a last resort. After the measure comes into effect, the Hong Kong Customs will strictly inspect the milk powder carried by the exporters. It is hoped that the measures will help Hong Kong in the long run to ensure the milk powder needs of local parents and their infants.
