The “Gazette” was prepared jointly by the Ministry of Environmental Protection, the National Development and Reform Commission, the Ministry of Land and Resources, the Ministry of Housing and Urban-Rural Development, and the departments of water conservancy, agriculture, health, statistics, forestry, meteorology, and oceanography, reflecting the environmental conditions and environmental protection work in China in 2011. .

The "Gazette" shows that in 2011, the national wastewater discharge amounted to 65.21 billion tons. Among them, the discharge of chemical oxygen demand was 24,999,000 tons, which was a decrease of 2.04% compared with the previous year; the discharge of ammonia nitrogen was 2.604 million tons, a decrease of 1.52% compared with the previous year. The emission of sulfur dioxide in waste gas was 22.179 million tons, a decrease of 2.21% from the previous year; the nitrogen oxide emissions were 24.043 million tons, an increase of 5.73% over the previous year; the industrial solid waste production was 3.25 billion tons, and the comprehensive utilization rate was 60.5% .

In view of the fact that the amount of nitrogen oxide emissions did not fall or rise during the past year, Wu Xiaoqing stated that this year has specifically established a zero-emission reduction target for nitrogen oxides. Judging from the current situation, it is expected that the national emission of nitrogen oxides will show a slight upward trend in the first half of this year, but the growth rate has obviously declined compared with the previous year. In order to ensure the completion of the target, the Ministry of Environmental Protection will adopt four measures: First, strictly implement the responsibility system for emission reduction targets; Second, strictly control the new increment; Third, improve the emission reduction economic policy; Fourth, strengthen supervision.

In addition, Wu Xiaoqing revealed that the Ministry of Finance and the Ministry of Environmental Protection and the State Administration of Taxation are currently working on drafting environmental protection tax laws. The Ministry of Environmental Protection will also actively work with relevant departments to formulate the National V Oil Standard.
